Our approach

The Better Regulation Delivery Office (BRDO) is actively involved in improving Ukraine’s regulatory environment. For this purpose, it conducts systematic analysis of market regulation and reviews regulatory instruments, their application procedures and specific features.

The result of this work is a list of regulatory acts prepared by the BRDO experts independently or in cooperation with other organisations, government bodies, members of parliament, etc.

Market regulation analysis (Rolling Review) is a review of market regulation with the aim of improving its quality (effectiveness), in particular:

• “cleaning up” the regulatory field;
• assessing the quality of market regulation and taking into account the experience of past decisions to design new regulations;
• preparing recommendations for systemic improvement of regulation;
• practical implementation of interaction between the state, business and society to involve entrepreneurs in the process of self-regulation.

Improving the work of the Regulation Firewall is aimed at increasing the efficiency of the procedure for creating new regulatory acts, as provided for, in particular, by the Law of Ukraine ‘On the Basic Principles of State Regulatory Policy’.

As part of this work, in cooperation with the State Regulatory Service, the current Methodology for Conducting Regulatory Impact Analysis from the Adoption of an Act (with annexes) is being tested and the results of its application are being analysed.

The development of efficient regulation concepts and ensuring their implementation involves a comprehensive assessment of state regulation of individual sectors, segments of the economy or individual markets, and the application of specific regulatory measures or instruments.
